At Redcon Engineering, we are a full-service engineering company catering to municipalities of all sizes. We offer expertise, experience, and capacity to provide a range of services for municipal governments and agencies to integrate with and supplement existing staff to address the needs of each governing body. Redcon strives to offer tailored solutions for each client and develop a deep understanding of their needs. We specialize in surveying, municipal engineering services, civil site design, structural engineering, electrical engineering and design, water, wastewater infrastructure planning, permitting, and construction phase services.
Our principals are involved with local planning commissions and zoning hearing boards and have authored several Subdivision and Land Development Ordinances (SALDO). This combined experience has helped us better understand how to navigate the permit approval process and zoning issues.
Municipal Engineering
We represent local Townships, Boroughs, and Authorities throughout Western PA. Municipal projects consist of roadway design and planning, stormwater design and construction, culvert design, playground improvements, and review of land development designs for compliance with Zoning, Grading, and Subdivision and Land Development Ordinances (SALDO).

Federal, State & Local Permitting
The preparation of permitting packages for local and state level regulatory agencies is required. We have experience with the following permitting agencies: PADEP, PennDOT, County Conservation Districts, Public Utility Commissions, Major Railroads, and Subsidiaries.
ZONING COMPLIANCE
Zoning will vary from location to location. Some of the many factors that need to be determined are what zoning district the property is located and what the building will be used for. We can figure out the hurdles that are required to ensure your site is zoned correctly for your needs.
MAPPING DEVELOPMENT
Redcon Engineering can create a detailed, geographically accurate map of a city or town. This will enable you to designate municipality areas to determine land use, zoning, infrastructure, demographics, and natural resources so you can identify different zones for residential, commercial, and industrial needs.
ORDINANCE DEVELOPMENT
Local municipal ordinances typically dictate the allowable uses within individual zoning districts. Each zoning ordinance will identify general uses by right, Conditional Use, and Special Exception. Redcon can assist you in navigating through this process.
Compliance & Permit Application Review
Redcon Engineering assists with compliance and permit application review by providing expert guidance on regulatory requirements, ensuring that projects meet local, state, and federal standards. Their team conducts thorough assessments of permit applications, identifying potential issues and streamlining the approval process. Grant Application Development
Preparation of funding packages and administration process for various funding programs, including Local Share Account (LSA), Community Development and Block Grant (CDBG) Pennsylvania Infrastructure Investment Authority (PennVest), Rural Utility Services (RUS), Pennworks, and Bond Issuance.
WASTEWATER DESIGN
Services include water distribution and treatment design, booster pump station design, hydraulic modeling of distribution systems, PennDOT cost sharing, and waterline replacement.
Technical and Bid Specification and Preparation
Redcon will prepare detailed plans and specifications for various public improvement projects. We are accustomed to the public bidding process and will coordinate advertising the project on various contractor plan holding rooms. During the bidding process, we will schedule pre-bid meetings and issue addenda if required.
RESIDENT OBSERVATION
To ensure a project is completed from its inception through construction, we have a team of talented resident observers who can be the “boots on the ground” for our client to ensure that a project is completed by the design and specifications.
